Understanding “Out of State,” “Out of County,” and “Out of ZIP” Owner Filters

When reviewing parcel ownership data, you may see options for Out of State, Out of County, and Out of ZIP owners.

These filters help identify owners whose mailing address is outside the parcel’s local area. The important thing to know is that these filters are nested, meaning some results are included inside broader location filters.

You can only use one ownership location filter at a time. For example, you would select either Out of State, Out of County, or Out of ZIP — not multiple at once.


How the filters work

🟪 Out of State

Out of State shows owners whose mailing address is in a different state than the parcel.

This usually returns the fewest results because it only includes owners located outside the parcel’s state.

Includes:

  • Out of State owners only


🟧 Out of County

Out of County shows owners whose mailing address is outside the parcel’s county.

This includes owners who are in a different county and owners who are out of state.

Includes:

  • Out of County owners

  • Out of State owners


🟦 Out of ZIP

Out of ZIP shows owners whose mailing address is outside the parcel’s ZIP code.

This usually returns the most results because it includes owners outside the ZIP code, outside the county, and outside the state.

Includes:

  • Out of ZIP owners

  • Out of County owners

  • Out of State owners


Example

If a parcel export has 1,000 owners, your results might look like this:

  • Selecting Out of State = 50 owners

  • Selecting Out of County = 100 owners

  • Selecting Out of ZIP = 300 owners

This happens because:

Out of State is the narrowest filter.
Out of County includes Out of State owners.
Out of ZIP includes Out of County and Out of State owners.


Quick breakdown

Out of ZIP
= Out of ZIP + Out of County + Out of State

Out of County
= Out of County + Out of State

Out of State
= Out of State only


Important note

Only one ownership location filter can be used at a time.

This means you should choose the filter that best matches the type of owner list you want:

  • Use Out of State for the narrowest list.

  • Use Out of County for a broader list that includes out-of-state owners.

  • Use Out of ZIP for the broadest list of non-local owners.


Why can’t these filters be used together?

These filters can’t be used together because they are different levels of the same location comparison.

Each filter is asking:


“How far away is the owner’s mailing address from the parcel?”

Since the filters are nested, choosing more than one would not create a more accurate search; it would either repeat results already included in the broader filter or narrow the results in a way that may be confusing.

For example:

Out of ZIP already includes owners who are:

  • Outside the parcel’s ZIP code

  • Outside the parcel’s county

  • Outside the parcel’s state

So selecting Out of ZIP and Out of County together would not make sense because Out of County owners are already included inside Out of ZIP results.

The same applies to Out of County and Out of State.


Out of County already includes owners who are out of state, so adding Out of State would be unnecessary.

Think of these filters as choosing the level of distance you care about:

Out of State = narrowest list
Out of County = broader list
Out of ZIP = broadest list

Because of this, you only need to choose one ownership location filter at a time. Pick the filter that best matches the type of owner list you want to export.
